Cecil Tatum
Executive Director of Benefits & Risk Management
Northside ISD — San Antonio, TX

Cecil Tatum has spent more than 25 years handling insurance/employment issues in the state of Texas. Currently executive director of Benefits and Risk Management for Northside I.S.D., Tatum is responsible for health benefits, leaves of absence, retirement annuities, workers’ compensation, property and casualty insurance, unemployment and safety/loss control functions for the largest district in the San Antonio area. Duties also include consulting on various employee relations and general Human Resource and district operational issues.
Prior to joining Northside I.S.D., Tatum managed a National Independent Claims company branch, overseeing and managing the
San Antonio and Austin office for all lines of insurance. Previous positions in risk management and the insurance field have gained Tatum claims, safety/loss control and risk management experience from carrier, employer, third party administrator and governmental regulator perspectives, and extensive experience in the public entity environment.
Tatum is inaugural and immediate past chairman for the Texas Association of Public Schools, currently the second largest writer of Property and Casualty insurance for Texas school districts. He also serves as sole representative of the K-12 segment on the United Educators Insurance Company’s Board of Directors. He is a Certified School Risk Manager (CSRM) and earned a bachelor’s of science in Occupational Safety & Health Management from Indiana State University.
