Billy E. Moore, ARM, has served as the City of Grand Prairie’s Human Resources Risk Advisor since 2002. His responsibilities include administering the City’s Workers’ Compensation, Limited Duty, Training, and FMLA Programs.
Moore coordinates the City’s quarterly Risk Management Overview Team (RMOT) meetings to monitor and provides follow-up or assistance with city risk issues and projects, and analyzes departmental loss data by frequency and severity to identify loss trends occurring. He also coordinates departmental Awareness Meetings to ensure awareness of occurring losses, provides suggestions for corrective actions, and provides follow-up to ensure corrective loss control actions are implemented. Moore is also charged with providing or developing loss control training for specific losses. He coordinates the City’s Risk Actuarial Study by compiling and providing workers’ compensation, liability and property loss data to an outside vendor for completion of the study.
Moore provides a monthly safety article for the City’s WOW newsletter. He also completes an annual workers’ compensation audit with an independent auditor, provides annual assistance with the City’s Risk Fund estimating losses and making budget projections, conducts ergonomic assessments, develops and provides FMLA Training, serves as a member of the City’s Emergency Operations Center responsible for human resource annexes, completes quarterly Texas DPS employee drivers’ license checks, and conducts defensive driving.
Prior to working for the City of Grand Prairie, Moore was the safety and training manager for a City of Dallas department of 1,300 employees. He earned a bachelor’s of science in Economics from UTA, received his ARM in 2000, and is a TDI All Lines Adjuster.
